CII Prescription Rules: DEA Scheduling and Dispensing Essentials

CII Prescription Rules are the federal requirements for prescriptions for Schedule II controlled substances—medications with accepted medical use but high abuse potential and severe dependence risk. As a pharmacy technician, you help protect the prescription’s legal validity before it reaches the pharmacist.

What CII Prescription Rules Mean

At the federal level, a CII prescription must be written, signed, and dated by the prescriber (paper) or transmitted through a compliant EPCS system. It must include patient and prescriber identifiers, drug, strength, quantity, directions, and prescriber DEA number. No refills are allowed. An emergency oral CII order may be followed by a written prescription within 7 days. Partial fills have narrow exceptions, such as inability to supply the full quantity—remaining quantity generally within 72 hours—or long-term care/terminally ill exceptions under DEA rules.

Why CII Prescription Rules Matter for Pharmacy Technicians

PTCB content includes federal law, controlled substance handling, and prescription processing. You do not make the legal judgment for the pharmacist, but you spot missing elements, verify inventory quantities, and prevent refill errors. Good CII workflow supports DEA compliance, accurate inventory, and patient safety.

Applying CII Prescription Rules at the Counter

Imagine you receive a paper prescription for oxycodone 5 mg, #30, no refills. Check prescriber signature, DEA number, date, patient address, and directions. If the prescriber writes “refill x1,” stop—CII prescriptions cannot be refilled. Escalate questions to the pharmacist and follow your store’s CII intake process.

Common CII Prescription Rules Mistake

⚠️ A common mistake is assuming a CII prescription is valid indefinitely; federal rules do not set one expiration date, but many states do. 💡 Pro tip: verify your state’s deadline and prescriber requirements before filing or entering the CII.

CII Prescription Rules Quick Reference

  • Schedule II = high abuse potential; accepted medical use
  • No refills; emergency oral follow-up within 7 days
  • Paper/EPCS must meet DEA and state requirements
  • Partial-fill exceptions are limited; document carefully
  • Verify state expiration and prescriber DEA details
